In April 1862, more then a year before the Union draft, the Confederate Congress enacted the first national draft in American History. It extended the service of men already in the Army, required white men between 18 and 35 to serve, and provided for exemptions. The states were to administer and enforce the draft. This progress report shows how many men had been drafted in Virginia by early September 1862.
